Winfield Police Department

•Alarm: Officers responded Thursday to the 3100 block of Bolero Ct.

•Battery/theft: A Winfield resident was the victim Thursday in the 1900 block of E. Ninth. Cole Hubbard, Winfield, was arrested for battery and theft and Charity M. Kropp, Winfield, was arrested for theft and possession of methamphetamine in connection.

•Speeding: Keith W. Grant, Udall, was cited Thursday in the 800 block of Main, Chelsea R. Tabb, Winfield, was cited in the 800 block of Main, and Stephen J. Sutton, Winfield, was cited in the 700 block of Main.

Arkansas City Police Department

•False writing: An Ark City male was the victim Thursday.

•Bench warrants:  Charity Kropp, Winfield, and Clint Walker, Ark City, were both arrested Thursday at the county jail.

•Aggravated assault: Felix Quinones-Diaz, Ark City, was arrested Thursday in the 3200 block of N. Summit.  Harold Lerma-Mosquera, Ark City, was arrested for battery and disorderly conduct.

•Theft/shoplifting: Family Dollar, Ark City, was the victim Thursday. Maegan Leach was arrested in connection.

•Battery/theft: An Ark City man was the victim Thursday. Kayla Chastain was arrested for battery, domestic violence, theft, obstruction and probation violation.

•Bench warrant: Joseph Lincicome, Winfield, was arrested Thursday in the 800 block of E. Madison.

Cowley County Sheriff’s Department

•Suspicious activity: Deputies were contacted Thursday in regards to suspicious activity in the 12000 block of 21st Rd. Subject was parked in the reporting party’s driveway, and when they turned on the porch light, the subject got in a white pickup truck and left the area.

•Welfare check: Deputies were requested to do a welfare check Thursday in the 300 block of Elm. A family member was contacted and advised that they had spoken to the person in question the day before. The subject did not require any assistance.

Prisoner transport: Deputies transported a female prisoner Thursday from the Cowley County Jail to Wesley Medical Center for medical treatment. After treatment, the prisoner was returned to the jail.

•Lost plate decal: Deputies took a report at the Cowley County Courthouse Thursday in regards to a lost Kansas license plate decal in the 1500 block of N. Third St.

•Two lost plate decals: Deputies took a report at the Cowley County Courthouse Thursday in regards to two lost Kansas license plate decals in the Berwick St. area.

•Possible stolen items: Deputies assisted the Arkansas City Police Department Thursday by checking an area in the 7000 block of 232nd Rd. for items possibly taken from a burglary in Arkansas City. No items were found.

•Suspicious activity: Deputies were dispatched Thursday to 172nd Rd. for a report of suspicious activity regarding a limb with a knife stuck on the end of it found in a mailbox.

•Lost plate decal:  Deputies took a report at the Cowley County Courthouse Thursday in regards to a lost Kansas license plate decal in the 1300 block of Andrews.

•Agency assist: Deputies were dispatched Thursday to the 8000 block of 326th Rd., to assist EMS with a medical call.

•Prisoner transport: Deputies transported a prisoner Thursday for the Arkansas City Police Department to the Cowley County Jail.

•Welfare check: Deputies were dispatched Thursday to perform a welfare check in the 7000 block of 168th Dr. Contact was made, and the subject did not require any assistance.

•Traffic stop/driving violations: Deputies stopped a vehicle Friday for driving left of center and failing to yield in the 28000 block of 71st Rd. Upon further investigation, the driver, Katie Lynn Gage, 30, Arkansas City, was arrested for driving under the influence of alcohol, refusing a chemical test and driving on a canceled or suspended driver’s license. The passenger, Joseph Scott Lincicome, 33, Winfield, was arrested on an Arkansas City Municipal Court warrant for failure to appear. Both subjects were transported to and booked into the Cowley County Jail on the above charges and warrant. Gage remains in custody as of the time of this release. Lincicome has since posted bond and been released.
